Yep, they mentioned that in the article:
While OEMs could bundle a free media player such as VLC Player on new PCs, what’s more likely to happen is that they’re going to cut deals with commercial DVD playback software makers to install cut-down versions of the software on pre-made systems. This software will be crippled or limited in some way, and a license will be required to lift the limitation and make full use of the software.

Usually, oem's already provide their computer with full versions of dvd player software. With my laptop there was a full version of Corel Windvd and, when I purchased my Bluray drive, it was provided with a full version of Cyberlink PowerDVD. I don't see why both the oem and Microsoft would have to pay for licencing dvd playback.
The only problem comes when somebody who build is own computers goes thru an upgrade to a new o/s. Which, I don't think is that many people.
I also suspect that windows 8 will mostly be sold with devices which will not be provided with dvd or bluray players (phones, tablets, ultrabooks etc).

Since Windows 8 is such a radical change, might as well investigate alternatives.

Since Microsoft will keep selling windows 7 when windows 8 is released, I'm only planning of purchasing a touchscreen device, either a tablet or a convertible laptop.
I think windows 8 will be great with touchscreen devices.

For Microsoft's sake, I hope so.
I had a Windows phone (HTC Radar 4G) for about an hour and traded it back in. It didn't make sense.
Same with the Windows 8 Metro interface. How is hidden stuff intuitive?

Exactly! Apparently, Microsoft thinks their new user interface should operate like Myst.

I need an OS, not a game.
A reasonably intuitive, non-intrusive, dependable OS.
