Does this happen when he tries to type an e-mail address in any other application? If yes, then I am thinking possible malware.

as far as I know only for for windows live not google mail or outlook..

UK keyboards have the double quote above the 2, and the @ above the apostophe. If the keyboard is working normally in other applications, you will need to look in Live Mail and see if there is a setting which has changed the regional settings to UK English. I don't know where it might be, I don't use Live Mail.
