Is this a highly needed critical updater for win vista 32 bit?

can't really understand all except the remote access

If it doesn't say that it is a critical update then it isn't critical. If it says it's an "Important" update, then I would advise installing it. If it just says "Optional" then it is entirely up to you whether to update.
