Starting web page

Dear Friends,
I intend to write my travel experiences in my own web page.

Pl advise how to go about it. My preference ofcourse is for free, initially atleast .

Also,which is better,a Blog or web site & what is the difference.

The best way to learn HTML and is a right handy reference too.

Notepad, which is native to windows, I use a surprising number of times, even though I paid money for Dreamweaver. Which I consider a downgrade. But knowing HTML sure speeds things up!

By the way,are there Ready reckoners ( Templates ) to proceed with starting a Web page/Blogs for beginers who r not computer experts?

The HTML link is one a lot of us have been using for a long time.
Templates, sorry but I have never used them.
