Windows won't boot up in Normal Mode

I can't get my computer to boot up in normal mode only safe mode. I have tried to do a system restore in safe mode but it keeps asking me to turn system protection back on and when I follow the instructions on how to do so it leads me to a dead end as I cant see where I am meant to be checking a box it is telling me to.

    Can anyone help me please?
I'm using Windows Vista as well if that helps.
    Thanks

    While in Safe Mode....

Go Start>Run (Start Search in Vista), type in:
    msconfig
Click OK (hit Enter in Vista).

    Click on Startup tab.
    Click Disable all

    Click Services tab.
Put checkmark in Hide all Microsoft services
    Click Disable all.

    Click OK.
    Restart computer in Normal Mode.

NOTE. If you use different firewall, than Windows firewall, turn Windows firewall on, just for this test, since your regular firewall won't be running.
If you use Windows firewall, you're fine.

    Same problem?

    Restore System Files and Settings
System Protection is turned off. To turn it back on so you can use System Restore, see Turn System Restore On and Off

As I said though, I follow the instructions of this dialog box and end up at "System" then I click on System Protection where the Help box has said to go and click on a check box next to the hard drive name to enable System Protection but there is no boxes to be checked ?

When you first got to "System Properties" tab, was the checkmark next to your C drive present?

As I said I can't see anything with a check box next to it. And nothing resembling my hard drive unless I go in to device manager.
