My daughter was deleting some old work files an i assume she deleted some windows files by mistake .The computer stopped and would not respond to any command
So i turned off and rebooted windows would not start, put in windows cd would not repair so i was going to do clean install and tried formatting C:
Stopped half way through and turned itself off

Define "would not repair". Were you able to boot up to the set up screen with your windows CD? Did set up begin and did you get to the screen where you click "R" to repair and if so what happened exactly afterward?

If you couldn't boot from the CD is your bios set up correctly to boot from a CD?

I'm not an expert but most windows files won't let you delete them without giving you a big warning first and even then most system files won't let you delete them. Sounds to me like you may have a HD Failure. Can you boot into safe mode? If you can, then right click on your "C" drive and then tools>check volume for errors. Follow through from there and see what you find.
