Question IE Scren error & Flash Player Install

Have recently run into 2 problems and need some assistance. When I initially load IE 7 (also happened in IE 6), I get a yellow exclamation mark in the lower left corner. When clicked on, it says
    Line: 27
    Char: 29
    Error: Expected ']'
    Code: 0
    url: http://www.msn.com/

The second problem is when I go to a site that requires Flash Player and receive a notice to dl the latest version, nothing happens when I try to dl and install.

Would a XP repair installation correct both problems?????????
Am currently running XP Pro with all the latest updates.

In IE, go to Tools>Internet Options>Advanced tab, and check "Disable script debugging (Internet Explorer)" and uncheck "Display a notification about every script error".
