Yes. You can confirm the DirectX version with Start>Run>dxdiag.

ok, I downloaded the program, the driver is updated now to ati2dvaa (6.13.3279 built by:ATI Technologies Inc.)

I still have the blue lines.

So what settings do I play with the ATI program? I see the difference in the advanced settings that show more option tabs.

Is it best to pick the highest Hz refresh rate?

My jpg viewer does not show any lines in a photo but does when I'm in view thumbnails and filmstrip.

XP doesn't always get the chipset drivers right and will cause the issue you're having.
Go here, download the Intel Chipset Identification utlity.
There is no install, just run the .exe. Delete when done if you like.
Afterwards, go back here, download and run the correct Intel Chipset Software Installation Utility (probably the 850E) then reboot.

I am running with Win XP SP2.

But my Motherboard was covered in another post, here's Nick's comment.

The problem is that your motherboard is older than Windows XP, and it looks as if Intel have never released XP drivers. The best I could find are Windows 2000 drivers:

Usually Win2000 drivers will work fine in WinXP, but there are no guarantees.

Maybe I'm explaining this the wrong way to you.
It Doesn't really have to have specific drivers for XP as XP has built in drivers for it. What I'm saying is that XP has missed the mark in identifying your chipset because of the above reason. The ID software installation utility is not a driver. It will however tell XP exactly what chipset it is and how to handle it. After that, XP will take care of the rest.
Did you even run the ID Utility?

OK COPO.
Go back here, download and install the 850 Intel Chipset Installation Utility.
You'll have a drop down menu to select your OS version. You want the latest inf.update utility from the resulting window.
Below the .inf file you'll see the description:

This utility installs INF files that inform the operating system how to properly configure the chipset for specific functionality such as USB and AGP

Before you do the install, it's best to temporarily disable any running apps.

Sorry I was Gone so long but I got called out.
Anyway, well done. As long as your video issue is resolved you should be okay.
Check device manager for any splats though. Sometimes an incompatable driver may need upgrading.
