I'm not picking up on any video incompatibility issues with Sims, but you may want to try disabling the AGP Texture Acceleration option in DirectX and see if that helps:

    Start>Run>type in: DXDIAG
(While you are in there, make sure your proper vid driver is being displayed)
    Click "OK">left-click on "Display" tab
Click button next to "AGP Texture Acceleration" to Disable"
Exit, reboot and try the game again.

Have you tried to uninstall/reinstall yet?

As an experiment: Right-click on the Sims icon and change the compatibility setting to Windows 98 and exit. Then try starting the game again.

Is there any way to borrow a vid card and try it with that? You would need to go into the BIOS (we could guide you if you need it) and disable the onboard vid (I believe that's the problem...conflict with the game that the developer may or may not be aware of).

For 9 dollars more you can pick up the ATI Radeon 9600SE 128mb card HERE. But before you do, make sure your motherboard has an universal AGP slot.
If DirectX9 is not all that important to you, you should be able to pick up a Nvdia-based Ti4200 64mb for less than 150. It is an excellent card. It will run with DX9, but you just won't have all the features should you ever run an app or game optimized for it. Sims should run very well with either card.

Yes...that'll do fine. You've got an 8x AGP slot there. With DirectX 9 and that card, you will be able to take advantage of up and coming gaming features.
