Are you getting any error messages when you try to log in?
You may need to check your firewall software and router and make sure Skype is allowed and not blocked.

Your username, password and contacts have not changed. All you need to do is log on using your current credentials and you will then see your contacts list.

I would also run the dell diagnostics on the hard drive (page 281 from the guide Shinma posted).
