David, it depends what laptop you have as to what key you press. They're all different. Try Ctrl-Alt-Enter, Del, F1 or F2 - these are the most common.

Sounds like you've lost the command.com file from C:\WINDOWS\COMMAND. However, it may still be in the root folder of C:\ which is why it can start in Safe Mode Command Prompt only. Try copying it...

What message do you get when you type DIR at the C: prompt? What happens if you type A:\ and then DIR?
