I don't think ISPs do that, only e-mail providers. I'm not sure what the reason is in his case.

Yahoo is no more reliable than verizon e-mail. Here are the e-mail providers that we know do not reliably deliver forum emails (meaning they may occasionally but not reliably), verizon, Comcast...

Verizon were actually sued, successfully, for failing to deliver e-mail. It was quite some time ago but still happened. They didn't learn from it, either.

The fix is change your e-mail. Many, many emails don't deliver forum notices. Hotmail and gmail reliably do. AOL, verizon, yahoo, don't. That's just a few though, there's many others who don't.
