Go here http://support.dell.com/support/edocs/systems/ptwist/docs.htm and open the service manual. It will show you what you need to know.
BTW you will need Adobe Reader to open the manual.

I took a quick look on Ebay and you could replace the entire laptop for less than $100. It depends on how important that particular model is to you.

sounds like the bios settings may be set to boot from the hard drive first. Not sure how to get into bios(setup) on your unit, but once in there change to boot order to boot from the CD first....
