I'm guessing your trying the usb input on your TV ? Check the TV's input source settings, it may be set or limited to 4:3 aspect.

This could be a security feature with your Security software. If the "run as" command option doesn't work as mentioned, try installing the driver in Safe Mode > Administrator.
