Sending mail will typically be slower than uploading the same file because the file must be encoded to plain text to be sent and then decoded on receipt. Encoding/decoding a large message takes time.

The internal IP address works on the LAN? May be your cable company is blocking port 80 or the router doesn't allow loopback?

Server Tools for NT/95 are on the NT Server CD in CLIENTS\SRVTOOLS. You can also copy Usrmgr.exe, Srvmgr.exe, etc. to a NT WS and create shortcuts.
Server Tools for Win95 also work fine in Win98...

Check that your PATH variable (type SET at a cmd prompt) includes %windir%\system32\wbem
You could copy framedyn.dll from windows\system32\wbem to windows\system32
