My DVD burner had the same error a few weeks ago. My final solution after a couple tests is to chuck old discs to dustbin and buy discs of a new brand.

Since your PC can detect the USB device, your CD/DVD recorder shall be working fine. Try discs of other brands. Lots of brands are not reliable because of low quality.

Me the same for years!
All hyperlinks from ms office are slow. Word, Outlook, Powerpoint, Excel, what ever. I have accepted it as a normal phenomenon.
