Did you try replacing the CMOS battery? You can get them from radio Shack.
If you have a extra HDD you could try it, I doubt the HDD is the problem if you arn't getting I/O errors in the event...

Your internet provider may have blocked the ports to keep you from doing exactly what you are trying to do. You should be able to setup your webserver to use another port other than 80 and 21....
