I don't know what would cause this, but you might want to try reinstalling Outlook Express, I think you need to go thru IE setup to do so but Im not sure...

I would look in system.ini for reference to the missing file, do a search for it on your PC see if it is there somewhere...maybe search thru the registry and try to find out what application...

Vserver.vxd is part of File and Print sharing for Microsoft Networking, I would uninstall file and print sharing on the one box, reboot, and reinstall...make sure its a happy install, if it still...

I beleive you can copy the msconfig tool to win95, but im not sure how that works.
you can check Start, Programs, Startup for items listed there.
Also in the registry...
