I have deleteted all instances of any video drivers on the system from device manager, but it still insists on putting in the default VGA driver.

I have a Fujitsu T-Bird PC, with a Celeron 400 CPU.
The Motherboard has only 1 marking on it to identify it and that is....n1996.
I have traced this so far to the manufacturer which is Micro Star...

Can you believe it!
Microsoft has forced bootdisk.com to remove all the Boot Disks from their site.
What a threat to Microsoft that must have been (I think not).

In Windows 98, the desktop and folders have a Web Style look and feel about them.

I would cut your losses and start over with a clean installation of Windows on a bare formatted drive.
Make sure you have a BOOT DISK that has CD-ROM support so that you can access the CD-ROM...
