In explorer, go to Tools > Folder Options > File Types. Scroll down and select .WAV. In Win2k, the option appears in Advanced > "Confirm open after download". Probably similar in Win98.

Replacing ntldr will probably work (try it on a test machine!). It is possible to get a hacked version of ntldr on the net which has F8 disabled but this is not supported by MS.
