Two off my machines seem to have IE 11 but the most backward one has IE 9. So I will deal with that one next. Do I need to uninstall 9 or do I just install 11 over it ?

I know what you mean. They used to be called critical but the terminology used on my Win 7 Pro 64 bit win update page is Important or Optional.

I just tried a 91K update on another win 7 machine here and it too is sitting there with 0 KB and 0% completed, so it looks like a MS issue and nothing wrong on my pc. This one only needs 44 updates...
