Then just download the .iso file first. As jdc2000 mentioned, there are other tools for burning the .iso to disc.

Why won't the MS tool work? You'd have to use it to at least get the Win10 .iso. There are other tools that can make flash drives bootable, but you still need to get the source Win10 .iso first.

You'll have to do it on another computer then. You don't have to be running Windows 10 on the computer that is creating the Win10 USB drive.
