Pop-up blocker is stil on?

I have explorer 11. I like playing pogo game online. I turned off the pop blocker from the tool menu but I clicked the game when I saw Whoa! it looks like your may have a pop-up blocker installed. I clicked on internet option I clicked on privacy and saw that already turned off popup blocker. What do I do?
