Software for creating a multimedia program for PC, Mac and iOS

I'm trying to find a program or several programs that would be best suited for creating a multimedia presentation with interaction that can output for PC, Mac and iOS. In the past we've used Flash and it worked great, but as I understand it, Flash doesn't work with iOS. We need to be able to create a program that can play back videos, have buttons for the user to move around from page to page, open PDF documents, open email programs to send someone an email, etc. We'd prefer for it to be able to run off a thumb drive for the Mac and PC versions, rather than having to install it.

I don't know if something using html5 would work best, that could create a projector file for PC and Mac? I'm just not extremely familiar with the software development tools that are out there. Any suggestions would be greatly appreciated.
