I have thousands of .jpg files in the directories:-
C:\Documents and Settings\<username>\Local Settings\Application Data\Microsoft\Media Player\Art Cache\LocalMLS
As I do not use Windows Media Player, can I safely delete all of these files?

It sounds safe enough to delete them. In cases such as this, where there is even a tiny element of doubt, send them to the Recycle Bin and leave them there for a week or two and see if anything complains. If nothing does, then get rid of them permanently.
