Included in this month's second Tuesday Window's Updates is KB3021917.
I find it hard to understand what it is for. Is it like the old Win 7 Upgrade Advisor--but this time for Win7 SP1 to Win 10?
Any insight would be appreciated.

From what I saw, it installs a performance monitor for testing Windows 10.

I have Win 10 32bit preview, running just fine on a old Dell Optilex 755 with 2 GB of ram. Oh , the SDD is a 240GB .
But you didn't upgrade from Win7, right? Pretty sure the patch is for those upgrading from Win7 to Win10.
