Unknown Device

My OS is Win 98 SE, on boot up the "New Hardware Found" window appears with the folling message ... "Unknown Device" after clicking next, the second "Add New Hardware Wizard" come up with the same message ... "Unknown Device." I've checked device manager and there are no ? or !, also booted up in safe mode and checked device manager, same thing, no ? or !. Can anyone offer any suggestions

Do you have a USB device plugged in? Sometimes if the system takes a little while to power up the USB, Windows lags behind in recognizing it. If this is the case, try unplugging the USB cable at the device, then plug back in. Reboot, if necessary
