"request time-out" means that the target did not respond to the icmp request within a certain time frame. this could indeed be because the server "went down" (ie crashed, lost power, somebody unplugged the ethernet cable, or for some other reason dropped off the internet) but it could be down to internet congestion at the time you tried pinging.

"host unreachable" means that your host machine could not find a route to the target machine at that time. that could also be because the server "went down" but also could be that the isps in between you and that server were misbehaving.

connectivity over the internet is dependant on a whole bunch of routers between you and the resource you want to access, if any one of them is behaving badly because of misconfiguration, overloading or for whatever reason then your request will be redirected (routed) via another bunch of routers. hopefully this should ensure that there is never any single point of failure. the solution to these errors is simply to wait until a route is re-established, or to change your isp to somebody who is more reliable, but other than that there is nothing you can do outside the borders of your own network.
