My system: AMD K-6 II 450Mhz, 128 MB RAM,
10 GIB HD, System based on FIC mobo, Model PA 2013.
I am setting up a network (2PCs) and I have had a lot of trouble on the 2nd. computer, first I try Lynksys card and now I am trying 3 COM, with no success, not even the driver can get installed, system hangs when windows start, after restarted, and then the yellow exclamation stays on the Device manager. When I try to remove it, the same thing happens, ask for win 98 disk to be inserted and crashes, and keeps restarting in safe mode, I take the card off the board and everything comes back to normal.
I changed the PCI slots, many times, did not work.
I did think about compatibility or maybe flash the bios but I am not sure, any remedy for this is greatly appreciated.

It sounds like you didn't install the patch for the VIA chipset. I have the same board, and a Linksys LNE100tx NIC, works perfectly. I dont know of any compatablity issues with that board.

Use the VIA 3in1 driver, you can find it here (http://www.fic.com.tw/techsupport/utilities/ficvia.htm#4in1-via).
