Can anyone please explain to me what this letters mean like in windows me OEM or anyother windows program , and if like in windows me OEM is the same as in an upgrade..

OEM - Original Equipment Manufacturer.
An OEM version of Windows is one that is supplied with a PC from a company like Dell or Gateway. Those companies have re-seller agreements with Microsoft, and the copies of Windows they supply usually indicate this. Retail versions of Windows that you can buy without purchasing a PC (or major components for one) will not have this OEM indication.

OEM versions sometimes have vender-specific drivers that may not be normally included with a standard Windows CD.
Venders such as Compaq, Dell, etc., get bulk licensing for OEM distribution of Windows with their servers and workstations, which are usually offered to the end user at reduced prices versus purchasing a full retail version - and because of this, the licensing on OEM software generally is much more restrictive than the retail versions.

Just FYI...
OEM can be misleading sometimes, it doesn't have to be better or worse just because it's called OEM.
Example: The MOBO battery that comes with your PC when you first buy it is an OEM battery. The exact same battery on the store shelf is a retail battery.

So an OEM version is s program that u can install in another computer or not.
and if u do it will it work the same same as the reatail version..

That is correct. The WIN OEM CD versions can be installed on whatever PC you like.
The drivers for your peripherals you will likely have to get from the web anyway.
