We run outlook 97 and 98 on a network. My question is can a contact list be shared by others on the network? And second, if in fact it can... can curtains be put up allowing certainnusers access to only part of the list depending upon their access

There are two ways of doing this, depending on whether you are using Exchange Server or not.
With Exchange Server you can create a Public Folder for Contacts and put all sorts of permissions on it.
Without Exchange Server, I'm not too sure. I think you should be able to share out your Contacts folder - IF it is located on a network share and not in the default location.
If you want to go further with this, follow it up and I'll keep checking back.
