Ok, here is the issue. I have optimum onlione cable internet, was actually one of the first on LI to have it. And it FLIES. I did a clean install of Win98 recently because of this problem i had and it has not gone away.
If i downloaded a file from the web, vua ftp or http, the IE transfer rate would update very VERY fast..You would see it go from 0-700K scrolling. Now ever since either IE 5 SP1, or one of the windows updates, the transfer rate is the same speed, but now seems to "update" every 100K or so in large packets. This is EXTREMELY annoying as it makes the D/L speed seem MUCH slower, when in actuality it is the same.

The problem went away after a clean windows 98 install, but I could not pinpoint the exact update. I believe it is in the TCP/IP Stack because netscape does the same thing. I use NeoPlanet, but that uses the IE engine so i cancelled it out.

The system is maxxed out in tweaks, as i said i get speeds starting over 1.1Mps, and average from 300K-750K on D/L's, which i think is amazing. Here are the sys specs if u are wondering:

P3-600E
320M Ram
4 IDE HDD's (Ultra 66 on Promise Controller)
Diamond Viper V770U
3Com EtherFast-III XL PCI 10/100

Anything else needed just ask. Please respond to this, as i cant take it anymore.

*Note, it also affected my work pc on the ADSL connection. Now downloads in packets. Is anyone else noticed this?
