"Refresh" not worked

I am viewing a latest update news from a URL. Normally in order to get the latest news, i will click the "Refresh" (I am using IE5) but i realise that i won't get the latest news which supposed to update each minute. I have compared with my collegues which they are able to view the latest news.
Is there something wrong in the cache memory as I have cleared the internet temp files + cookies but it still not worked.

Try Tools->Internet Options->General Tab->Temp Int Files->Settings and change to "Every Visit"
