Mailto: tag in HTML

How do you make a mailto tag that would automatically insert a predetermined subject in the subject line of an e-mail?

Here is how: viper0070@yahoo.com?subject=Subject%20goes%20here&body=Some%20message%20text

But not all mail clients support this... (One I know doesn't like this is MS Exchange Client/ Windows Messaging).
