Exactly what file are we dealing with?
The way I read your post you have downloaded & are trying to install applications (programs)
If this is the case, they most likely will not work both on a 486 and also under Windows 3.1
Further clarification would be helpful

A program install file for a program like WinZip 6.0 is usually download as a .exe file. Open File Manager, locate the file and double click on it - that should start the installation.
Double clicking on the .exe file may start a decompression sequence. Choose to save the decompressed files in an empty directory, navigate to that directory and find the Setup.exe or Install.exe file and double click on it to start the install.

Am I doing this wrong.I'm in Program Manager.
I hit File then New,Program Item OK,
Description: Winzip
Command Line: A:\WZ16V63.EXE
Working Directory: I've tried everything
C:Windows\Applications\Winzip and a dozen other paths
Shortcut Key: None
I hit OK and I get "The working directory is invalid." What am I doing wrong. Is this even the way to save a program from A:\

Methinks that when you are in Win 3.1, you'll first have to go (in Program Manager) to File --> Run, type in A:\WZ16V63.EXE and hit enter. If that's the install program you downloaded, and it's the Win 3.1 version, it should install WinZip on your old 486.
I recently removed the last installation I had of win 3.1, on an old 486 hard drive that's been merged with some extra parts and an old P166 mobo to create an MP3/CD player for the garage LOL
