Event log Error EventID 1008 Source Perflib

I received this application error in the event log an ideas. it was logged at the same time a Dr. Watson error was logged.

The Open Procedure for service "UPS" in DLL "apcctrs.dll" failed. Performance data for this service will not be available. Status code returned is DWORD 0.

UPS could be Uninterruptible Power Supply(?) I know there's a Microsoft page where you can look up the error code, if it's power related I'm probably right.

Dr. Watson's are useless for the most part but you sometimes see the name of the application that caused the error near the top of the file. I'm willing to bet it's some kind of power management feature that's misbehaving.

Try turning off any features that are active in Control Panel / Power Management. You may have a power management feature turned on that you could live without.

All the above will be more true of a laptop.
