How can I change the file access authorization for different users in WinNT?

Do you mean NTFS file permissions fopr specific users, yes you can. If its something else: I dont know

Well first of all the file/folder must be on NTFS volume...
Lets assume I have a folder named TEST at the root of my D: drive.. To change the permissions I would go to D: drive in Explorer and then right click the TEST folder or any folder you want to change your permissions for and then click Properties, select security tab and click permissions. A permissions box will popup which is similar to this (but not identical as here i have share permissions):

Just a reminder you must be an admin or a person wih Full Control Access to change the folder/file permissions..
