To re-enable QuickLaunch, follow these steps:
Right-click the taskbar, select Toolbars > New Toolbar
In the folder selection box, enter the following string: %userprofile%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch and click Select Folder
Right-click the taskbar, uncheck Lock the taskbar and right-click on the divider. Uncheck Show text and Show title
Use the divider to rearrange the toolbar ordering to liking, then lock the taskbar again.
