Forwarding all emails on MS Outlook Web Access

How can I create a rule to forward every single email from any sender to another email address automatically? I have tried creating a rule but cannot figure out what to put in the "When a message arrives" prompt. I already have at the bottom of the rule "Then forward it to..." with a working email account. Please help.

I have already filled out the bottom part with a working 2nd email already. Under the rules section of "When a message arrives" what do I need to enter? Do I just check the box "Sent only to me" b/c this does not work. Also, if I enter my original email address (the one that people are sending to that will eventually be forwarded) in the "People or Distribution List" area, it still does not work. Also, if I enter my original email in the "People or Distribution List" and check the box, it still does not work.

Please help
