You need a video capture card... here's a guide on how to do it and the software you'll need...

http://devel.reinikainen.net/docs/how-to/Virtualdub/

the software program, virtualdub, is free.

But if/when you buy a video capture card it will very likely come with it's own software to do this as well.

ATI makes a good vid capture card -allinwonder- but there are others around too.

Actually, the All In Wonder from ATI is a video card that contains hardware to capture video. Their add-on PCI cards are called 'TV Wonder' or 'E-Home Wonder'. The add-on cards are worthwhile if you have a vid card your happy with and don't intend to upgrade. If you 'do' want to change video cards and want the capture capabilities, for the price and what it offers, I'd suggest this card:

If you should decide on an ATI vid card,i'd suggest the latest video drivers, but 'not' the latest MMC(Multi Media Center) software. Best version for capturing i've found,is the 8.7vers. It's available from ATI/previous versions.
A very good tutorial on capturing is here: http://www.digitalfaq.com/
