When Small Business Server 2000 is deployed, it automatically sets workstations to use the server as an internet proxy because you would be expected to use the Proxy Server built into SBS 2000. However, in most installations a NAT router is used instead. Unfortunately, SBS2000 will still occasionally set the workstations to use the server as a proxy, preventing access to the internet.
Although this can be manually corrected on each workstation by removing the proxy settings in Internet Explorer, what is the best way to fix this issue permanently?
I am thinking of going into Services and simply stopping it. Is this in fact the case? TIA.

It seems that uninstalling it is not an option:

SYMPTOMS
After you remove programs such as Internet Explorer or Proxy Server by using the Add/Remove Programs tool in Control Panel and then try to uninstall Small Business Server (SBS), an error similar to the following will be displayed:
Setup of Microsoft Small Business Server failed. The specific error code is 0xc9ef18. Setup will continue but the component may not function properly.
NOTE: The error code may be different.
CAUSE: Removing individual components of SBS from Add/Remove Programs removes the registry entries and components of SBS that allow SBS to be successfully uninstalled.
RESOLUTION: Remove components of SBS by selecting SBS in Add/Remove Programs. In the next dialog box, click to clear the check box of the components you want to remove. By default, the individual components or programs that are included with SBS are listed in the list of installed programs. However, they should not be removed individually.
STATUS: Microsoft has confirmed this to be a problem in Microsoft BackOffice Small Business Edition. We are researching this bug and will post new information here in the Microsoft Knowledge Base as it becomes available.

So if this is the case is there a way of configuring this component to achieve the desired result?
